NASA and the European Space Agency are in the early stages of devel-oping a joint Mars-exploration strategy to pool their limited resources,an could begin mounting joint missions to the red planet as early as 2016. NASA has now followed ESA in delaying its next big Mars rover,pushing back the Mars Science Laboratory (MSL) mission last week to the planetary launch window in 2011,after conceding it can't make the 2009 opportunity because of lingering technical problems.Financing difficulties have forced ESA to postpone its ExoMars mission to 2016 (AW&ST Oct.27,p.19).
