Pending bidders for India's potential bumper fighter buy are struggling to straighten out political and procurement snags prior to the eventual release of a request for proposals. Russian manufacturer Mikoyan (MiG) is in talks with its own defense ministry to free up funding for an air force purchase of the Fulcrum variant, the MiG-35, it is offering to New Delhi. Eurofighter partner nations Germany and the U.K. are haggling at the political level over whether Berlin or London will lead their proposal. U.S. bidders are also being given clear signals by New Delhi that a serious delay or rejection by the U.S. Congress of a civil nuclear pact would irreparably damage their prospects.
