The day is coming when UAVs will have better access to civil airspace, but it might be so far off that civil operators who want to do more now could be thwarted for years. The good news is that considerable attention is being focused on UAVs at the FAA and Eurocontrol, as well as among government, military and industry groups in the U.S. and Europe. Many issues have to be resolved, including how to certify UAVs for civil use (beyond the experimental approvals allowed now), how to develop a system for them to see and avoid other traffic, what rules and regulations will govern their operations, and what performance requirements must be established.
