Three years after the creation of the U.S. Homeland Security Dept., the market for homeland security goods and services appears to be stabilizing but, by most estimates, is far from mature. Secretary Michael Chertoff's sweeping reorganization of the department in July 2005 gives it a top priority: detecting and halting a catastrophic attack involving chemical, biological, radiological or nuclear agents. Much of the department's research and development activities and spending—in Fiscal 2006 and beyond—are expected to focus on sophisticated detection technologies to prevent such an attack.
