One of the hottest new trends in defense contracting is actually decades old. Congressional and industrial concern about Washington's latest favorite acquisition tool-other transaction agreements (OTA)-could be reemerging even as demand for speedier and more innovative aerospace and defense capabilities takes off. In one recent incident, Alan Shaffer, the Trump administration's choice to be deputy undersecretary of Defense for acquisition and sustainment, was asked about it ahead of a Senate committee hearing on his nomination. Senate Armed Services Committee staff asked Shaffer about OTAs-which seem to be spiking in numbers as well as popularity-and noted the Pentagon has misused the mechanism in the past. "If confirmed, I will personally drive for more use of flexible authorities such as Other Transactions to develop prototypes to retire technology and integration risk," Shaffer wrote in response. Most notoriously, an OTA was behind the U.S. Army's failed Future Combat Systems (FCS), which was canceled in 2009-but not before spending what some say is $20 billion. A consortium led by Boeing and Science Applications International Corp. ran the FCS program.
