"PRIVATIZATION" IS A WORD SUREto evoke a strong reaction among business and general aviation interests. It is most closely associated with years-long effortsby several administrations to cleave air traffic controlfrom the FAA and place its workforce, infrastructure andrevenue generation within a quasi-independent entity. For the most part, air carriers support the idea, butthe general aviation community is pretty much unitedand absolute in its opposition, regarding the proposal asa threat to their budgets and access. And that positionhas prevailed... so far. But now there comesanother application ofthe word, and this time toone of business aviation'smost prized locales: West-chester County Airport(KHPN) in White Plains,New York, some 30 mi.northeast of Times Squareand next door to FairfieldCounty, Connecticut.
