Belgium's fighter competition is perhaps one of the most contested and convoluted European combat aircraft procurements of recent years.Mired in controversy ever since it began in December 2015, the Air Combat Capability Program (ACCaP) has faced questions over Brussels' apparent bias for the Lockheed Martin F-35, prompting two of the competitors to drop out, while an option to upgrade the existing fleet of F-16 Fighting Falcons was reportedly deliberately withheld from ministers by senior military officers.Then there was matter of France proffering the Dassault Rafale, a move that attempted to short-circuit the Belgian procurement system by making a strategic offer of a defense partnership and greater bilateral cooperation rather than responding to the request for proposals (RFP).And the nuclear question, which while not addressed in the RFP, is likely to be a significant decisive factor in the platform-selection process.
