With just 12 months to go, China's three biggest airline groups are maneuvering for position, each proposing moves that require permission from the Civil Aviation Administration of China (CAAC). Some of the key considerations are Capital's superior location and the separate market Daxing will enjoy thanks to the sheer size of Beijing and the planned construction of a new city southwest of it.Air China is converting business-aviation subsidiary Beijing Airlines to scheduled commercial operations and planning to shift its flights to Daxing. The carrier will follow the low-cost model, three industry sources say. It will be the first entrant into the Chinese domestic mainline passenger market in more than two years.China Eastern is urging authorities to let it keep its Shanghai services at Capital, two other industry sources say. In the end, subsidiary Shanghai Airlines may stay at Capital while the main China Eastern operation moves out. Then the Air China and China Eastern groups would each have a foot in both markets.
