The biggest airlines have complained to top officials, but Chinese local governments show no sign of ceasing their practice of buying long-haul air connections with subsidies. The eastern city Fuzhou has hung out its offer for 2019, including at least 300,000 yuan ($45,000) per flight for new routes to most North American destinations. Hainan Airlines says it and its subsidiaries pocketed 667 million yuan in government cash last year.In a policy typical of large Chinese secondary cities, Fuzhou has publicized a broad scheme to support airlines using its airport (see map, page 39). Services on new intercontinental routes to destinations closer than North America will be eligible for subsidies of at least 200,000 yuan per flight, according to its 2019 policy document.Fuzhou is willing to help pay for additional direct flights to economically important domestic destinations: 30,000 yuan per flight to Beijing, Guangzhou or Chengdu. The city already has such connections; it just wants denser services. It has not offered to subsidize flights to Shanghai, presumably because enough flights already cover the route. These figures are not remarkable for substantial Chinese cities such as Fuzhou, but such detailed data is not often reported outside of China.
