The continued absence of a large new Pentagon rotorcraft mod- ernization program is causing dis- may among helicopter makers, but subsystem builders see encouraging signs in the Army's revamped modernization strategy. "We are frankly concerned that the overall government funding of our basic technology ... has significantly decreased over the past few years and shows no significant signs of returning," said Stephen N. Finger, president and CEO of Sikorsky. The situation represents an imbalance between the importance of rotorcraft to the military and its financial commitment, he suggested. Other industry representatives echo those comments. Bell Helicopter Tex-tron's new CEO, Michael A. Reden-baugh, argues that "there is a funda- mental need for a greater collective investment in research and technology" in rotorcraft. He lamented the fact that there hasn't been a lot of government movement to support such efforts, but Redenbaugh also sees indications of a turnaround, particularly as a result of the Iraq conflict. "There is getting to be a greater emphasis" on vertical lift aircraft technology, he noted.
