Defense spending in Asia is slowly rebounding, but it is being driven by new political and economic realities that could alter traditional spending habits. Emerging factors impacting military procurement trends range from a growing awareness of the need to better integrate equipment, to concerns about ballistic missiles (see story on p. 72), to China's increasing economic and military force, say industry representatives. To a large extent, modernization plans are still modest and not nearly as lofty as those enunciated in the mid-1990s. Those aspirations were thwarted by a series of economic setbacks starting with the Asian economic crisis in the late 1990s, followed by the economic problems brought on by the Sept. 11, 2001, terrorist attacks in the U.S., followed by last year's severe acute respiratory syndrome outbreak. Moreover, elections of one sort or another loom this year in Taiwan, South Korea, Japan, the Philippines and other countries, which could slow modernization decisions.
