The Joint Program Development Office could complete the first draft of a plan to transform the U.S. air transportation system as early as this summer for review by government leaders before the report goes to Congress in December. After this strategic plan is approved, a more detailed road map will follow. The Joint Program Development Office (JPDO) comprises six federal government agencies and the White House Office of Science and Technology Policy (OSTP) which already are working to establish 5-6 action teams this summer to explore barriers to transformation and alternatives for dealing with them. The recruitment process for finding 10 government and industry representatives per team, and the specific tasks they'll face, have not been spelled out yet.
