Small airports in mountainous terrain with no radar coverage may follow the lead of Innsbruck, Austria, which plans to use "multilat-eration" this fall to allow air traffic controllers to track aircraft in the vicinity of the airport. Multilateration is a technique employing ground-based sensors to triangulate aircraft position by comparing the time of arrival of pulses from the aircraft's transponder. In the U.S., it's also known as multistatic dependent surveillance. Innsbruck Airport lies at the end of a narrow valley. This forces arriving and departing aircraft to follow the same flight path to Runway 08/26, which is 2,000 meters (6,560 ft.) long at an elevation of 1,900 ft. MSL. Since the airport cannot afford its own radar, controllers have to rely on the one at Munich, Germany, some 54 naut. mi. away, for surveillance; but the Alps block radar contact at the most critical point. Within 20 naut. mi. of the airport, aircraft below 12,000 ft. MSL drop off the controllers' displays.
