United Airlines' two-year bid for a federal loan guar-antee, intended at first to keep it out of bankruptcy protection and now aimed at financing its exit from Chapter 11, has descended into administrative silli-ness and election-year politics. The application is not being considered on its merits, and it should be. At the center of the administrative maelstrom is the Air Transportation Stabilization Board (ATSB), established by post-Sept. 11 legislation to administer as much as $10 billion in loan guarantees to airlines that need to borrow and wouldn't be able to otherwise. The board comprises representatives of the Transportation and Treasury Depts. and the Federal Reserve Board.
