United and American Airlines will be the only carriers cutting back flight operations at Chicago O'Hare International Airport this winter, just as they are today, but this time their competitors will be limited in how much they can take advantage of it. Seeking voluntary schedule restraint to reduce flight delays at O'Hare (ORD), the FAA conducted two weeks of face-to-face and telephone negotiations with airlines that serve the airport. On Aug. 18 the agency announced an order limiting scheduled arrivals there to 88 per hour 7 a.m.-8 p.m. Nov. 1-Apr. 30, 2005, the six-month period following expiration of current voluntary limits by United and American.
