Reusable Launch Vehicles: And Then There Were . . .

Tracking the development of reusable launch vehicles (RLVs) has become a rather easy endeavor these days. The dozen or so RLV programs that raised so much interest within the launch services and satellite industries a few years ago have faded. What's left is essentially NASA's Space Shuttle and the Orbital Space plane (OSP) that grew out of the delayed Space Launch Initiative (SLI), Kistler Aerospace's K-1, and a handful of shaky technology efforts, including XCOR of Mojave, Calif., Germany's Astra, Italy's Prora, France's Pre-X, and the European Space Agency's Future Launcher Technology Program (FLTP). It used to be that the development and flight testing of a few commercial RLVs could be projected within 5-10 years. This no longer seems realistic. There is simply not enough available investment capital to complete a commercial RLV. Part of this is due to the high risk associated with the concept. Another reason is that there do not appear to be enough customers to support the kind of business volume RLV companies would require to be profitable.
