摘要

As North Korea continues to defy the Western Powers over its nuclear program, Japan has begun preparing for one of its most ambitious space challenges, the piggyback launch of its first two reconnaissance satellites. The satellites, which are expected to be launched on an H-IIA rocket in late February or early March, are the first set of four. The second pair is to be launched this summer. The first two are believed to have been shipped on Jan. 17 from the Kamakura plant of Mitsubishi Electric Co. (Melco) to the National Space Development Agency's (NASDA's) H-IIA launch site on Tanegashima island. The H-IIA launcher is expected to be shipped from the Nagoya plant of Mitsubishi Heavy Industries (MHI, a separate company from Melco) by early February. Normally, NASDA makes full details on payloads and the launch vehicle public before its missions. But the space agency, the Japanese Defense Agency and others have maintained a wall of silence on details of this mission―right down to the target launch date. Although they are not hiding its military role, they have played up the constellation's dual-use application for such peaceful purposes as monitoring natural disasters, even though the Japanese public appears to support the program.
