The NTSB last week had no soon-er identified its 2003 "Most Wanted" aviation safety recom-mendations than it decided what it really wanted was a 30-day review of its safety programs―in-cluding the most wanted list. The list, introduced in 1990 and updated yearly, identifies critical measures that would raise the bar on safety in all transportation sectors―aviation, marine and rail. The unexpected move to call a review came at the end of new NTSB Chairman Ellen G. Engleman's first public hearing, at which all board members were present, including the newly appointed Richard F. Healing and Mark V. Rosenker, who also acts as NTSB vice chairman. The board also unanimously agreed to suspend consideration of this year's list of measures until the evaluation is completed.
