Only seven months old, U.S. Northern Command is rapidly expanding its links to other federal agencies, conducting realistic exercises to prepare for both terrorism and natural disasters, and has provided military support for a number of real-world events. About half of its 600-person staff is in place at a new headquarters building at Peterson AFB, Colo., and the command is on track to reach full operational capability by Oct. 1. Approximately 60% of the staff are military personnel and 40% are civilian, many drawn from 29 separate Defense Dept. and non-defense government agencies.
