Japan's defense ministry emphasizes economy as a factor in its decision to buy two Aegis Ashore systems to protect the country against North Korean ballistic missiles. The ministry seems to have taken its zeal for saving public funds a little too far, however, when it assessed candidate sites with the aid of only a ruler, a protractor and the free Google Earth image service. Using this equipment to judge minimum elevation angles available for the radar of one of the two systems, officials mistakenly rejected nine candidate sites, the ministry says. They did not realize that their Google Earth pictures exaggerated height in relation to horizontal dimensions, so they overestimated the elevations of surrounding terrain and, therefore, the angles. Still, the ministry's cost estimates show just how little the ground installations cost compared with destroyers: a mere 16%. Aegis Ashore will also be more effective in dealing with saturation attacks than the ships, the ministry says. Publication of the estimates follows allocation of an initial ¥176 billion ($1.62 billion) for the purchase in the budget year that began on April 1.
