One of the critical but underappreciated factors underpinning the dramatic growth of aviation in recent decades is international regulatory collaboration. Early in the jet age, most major countries had their own agencies to regulate the design standards, certification, operations and maintenance of air transport aircraft. International collaboration was modest and regulatory duplication high.Europe chipped away at this paradigm with the creation of the Joint Aviation Authorities (JAA) in 1970 to coordinate standards among European nations to meet the needs of industry and Airbus in particular. The JAA gave way to the European Union Aviation Safety Agency (EASA) in 2002, which took over from national authorities certification of most aircraft, airline operation and maintenance, repair and overhaul facilities.
