U.S. lawmakers, returning from a week-long break, have their hands full with aerospace-related provisions, including one to strengthen the U.S. industrial base, which is coming under sharp attack from Pentagon and industry officials who fear its protectionist clauses could cause long-term damage. With U.S.-European aerospace relations already at a low point over policy differences concerning Iraq, the Pentagon's Paris air show "boycott" and procurement decisions such as the A400M engine selection, the outcome of any of the current legislative debates could help ease tensions or make them worse. The two primary issues under review are a congressional provision to greatly expand "Buy America" rules affecting Pentagon procurement and efforts to bring the U.S. tax code into compliance with international trade regulations.
