The ability of the U.S. to capture the elusive electronic whispers that reveal enemy intentions is eroding with much of the effort relegated to a small, rapidly aging group of aircraft. The task of reinvigo-rating the capability has become mired in interservice indecision and acquisition muddles. U.S. signals intelligence reforms could become more focused, however, after Pentagon and national agency representatives complete their study of a classified report on the need for improved collection and if the services can coordinate development of new sigint aircraft. Top echelons in the Pentagon and intelligence community are discussing the Transformation Space Air Project (TSAP), a wide-ranging review of intelligence needs. TSAP is supposed to help determine the optimum balance between intelligence satellites and aircraft, according to an official close to the review.
