After weeks of internal Pentagon haggling over wording, the U.S. Air Force finally has sent to Congress its recommendation to lease 100 KC-767A tankers. But the service and Boeing immediately found themselves on the defensive, having to make the case that the multibillion-dollar arrangement is a good deal. In addition, government officials and outside experts are beginning to think that even though this lease may be approved, the arduous process will scare away others in the military from pursuing a similar plan despite the Pentagon leadership's willingness to entertain unorthodox business arrangements. Air Force acquisition chief Marvin Sambur described the lease as "groundbreaking." However, he acknowledged that "it is going to be difficult" to pursue a comparable lease on another project.
