In order to sidestep problems that have derailed other huge military development programs, managers of the F-35 Joint Strike Fighter are making changes to the strike fighter's design, requirements and manufacturing plan to preempt emerging shortfalls that could threaten political and financial support for the multibil-lion-dollar project. What is amounting to a mini-redesign is driven largely by weight concerns that government and Lockheed Martin officials have been wrestling with for much of the year. But that's not the only issue. Air Force Secretary James G. Roche, whose service will take on oversight of JSF next year, cautions that the program faces large hurdles in systems integration and testing.
