Technology is not clearly winning the battle against terrorism in Iraq. Moreover, military leaders are coming to believe that maintaining large numbers of coalition troops in pro-Saddam Hussein areas has provided a wide array of targets for small-scale, hit-and-run attacks. Violent episodes are paced to limit the terrorists' own losses―which are made up by the steady infiltration into Iraq of new volunteers―and are aimed at damaging the morale of U.S. troops and sapping the country's commitment to an elected central government in Baghdad, they contend. But, sending more conventional forces to Iraq, both critics and supporters of coalition involvement agree, is not the answer.
