After years of slow progress and false starts, the FAA unveiled its performance-based Air Traffic Organization (ATO) last week, reshuffled much of its senior management and set off on the hard part―converting a new organization chart into a new organisation. As Administrator Marion Blakey pointed out at a Nov. 18 briefing for reporters and a webcast for employees, the milestone came seven years after Congress laid a foundation with personnel and acquisition reforms, three years after the legislators issued a mandate and three months after Russell Chew came on board as chief operating officer. But it arrived with the promise of significant change in how the FAA operates the air traffic control system, measures and takes responsibility for its performance, and deals with Congress. And a major organizational shift is in store for development of ATC hardware and software―acquisition programs will be managed by the organizations that will use the equipment, and the current centralized development organization will be downsized to a support role.
