The Pentagon's transformation drive is spawning a family of small satellites to more rapidly satisfy commanders' wishes, with the first of those spacecraft slated to be launched early next year. The U.S. national security establishment has talked about embracing small satellites before, but the initiative sponsored by the Office of Force Transformation is fundamentally different. Instead of building smaller versions of large satellites the Pentagon and National Reconnaissance Office are known for, the TacSat effort attempts to change how the spacecraft will be used, while slashing costs and development time, says Cdr. Gregory Glaros, who oversees the effort for the Office of Force Transformation. The Naval Research Laboratory (NRL) is building the first of the satel- lites, TacSat-1, but the Air Force Research Laboratory (AFRL) also has jumped on board. Moreover, Office of Force Transformation representatives have started corresponding with the NRO's Advanced Systems and Technology Directorate, now headed by Pedro Rustan, who championed small satellite use during a prior stint at the agency. NRO is providing payload processing assistance for the first satellite. Several assumptions underpin the latest effort. The pace of technology advances which require projects that can incorporate them in real time is one. Massive satellite programs that remain in development for a decade aren't able to do so.
