FRANK KENDALL, A VETERAN DEFENSE ACQUISITION AND ENGINEERING executive nominated to become the next U.S. Air Force secretary, could bring a skeptical eye to the service's current strategy for acquiring and developing the next generation of combat aircraft. Kendall's pending nomination, first reported by Defense News, could fill a major vacancy in the Biden administration's Defense Department with a key player from the Obama Pentagon. Kendall championed a measured style of acquisition that his successors in the Trump administration largely shelved in favor of delivering new capabilities faster. Until news of his Air Force nomination broke, Kendall's legacy seemed largely defined by his 2012-16 tenure as Pentagon undersecretary for acquisition, technology and logistics (ATL). He launched an acquisition reform agenda called the Better Buying Power initiative that sought to apply a more rigorous structure to military acquisitions. The Government Accountability Office repeatedly praised Kendall's reforms for a substantial reduction in cost overruns and schedule delays reported by defense acquisition programs.
