Network-centric warfare is an idea that will probably continue to transform how the U.S. military operates over the next decade or two, but the immediate priority should be applying it to the war on terror at home and abroad. The Pentagon's Vice Adm. (ret.) Arthur K. Cebrowski and John J. Garstka, who formulated the concept of network-centric warfare, see it as a form of information superiority similar to that used by some American companies to gain competitive advantage. In the military, it involves networking "sensors to shooters" and tying key decision makers together so that everyone shares a total awareness of the battlefield. As the friendly forces become "self-synchronized," the tempo of operations accelerates and the networked forces become more lethal. The effectiveness of U.S. forces in Afghanistan is one sign that these principles are valid. One difficulty is that transformation on the scale contemplated by the Pentagon could take decades to achieve, while terrorists are threatening Americans at home and abroad now.
