NASA has revived hopes of send- ing a spacecraft to Pluto just three months after stopping work on the Pluto/Kuiper Express mission, which was being managed by the Jet Propulsion Laboratory. For the first time, NASA's Office of Space Science (OSS) is competitively seeking an outer planets (beyond Mars) mission, in the manner of the less expensive Discovery projects. The move signals that JPL's near-monopoly on simpler outer planet exploration may be ending.
