Lockheed Martin's unsolicited proposal to substitute its own system for Raytheon's Standard Terminal Automation Replacement System (Stars) drew little interest or support from expert witnesses at a congressional hearing. The timing for the proposal to the FAA was strange, coming after Stars' initial array of problems had been resolved and early display capability versions deployed.
