The war in Afghanistan is entering a new phase that may expose U.S. neglect of its reconnaissance and surveillance technologies. It could also point out a continuing inability to meld the products of intelligence-gathering into a single product that can be used easily in combat. The weakness is apparent in that the U.S. has killed only a few of the enemy leadership in six weeks of bombing, and, it seems, has little precise knowledge of where the others have fled. Moreover, intelligence officials believe senior person- nel dan still communicate at will using sophisticated encryption devices that bury messages in seemingly harmless transmissions. Cell phone communications have continued in Afghanistan throughout the fighting.
