Switzerland's civil aviation authorities are trying to determine why a Cross-air Avro RJ went down near Zurich-Kloten during a nighttime VOR-DME approach. Twenty-four of 33 passengers and crewmembers were killed. Late last week, investigators were focusing on the conjunction of bad weather conditions, poor horizontal visibility and unavailability of an instrument landing system (ILS) at Kloten's 8,200-ft.
