A.S. contractors will have to demonstrate their ability to deliver reliable, affordable, ready-to-fly, battlefield-surveillance-radar aircraft in order to tempt NATO to buy into the technology. NATO Secretary General George Robertson says a ground-surveillance-radar aircraft "is very high" on NATO's list of priorities to keep its forces compatible and in line with those of the U.S. Pressure to modernize is mounting because, despite NATO countries owning a force of 6,000 "fast jets," they were not equipped for the all-weather, day-night bombing assault launched by the U.S. against Yugoslavia. As a result, "there were some [NATO] countries that felt embarrassed during Operation Allied Force [the Kosovo air campaign] because they could not make the contribution they wanted."
