Trainers have become a very cost-sensitive market. Once viewed as a good starting point for developing aerospace industry skills, trainer programs proliferated, and numerous countries, from Argentina to Yugoslavia, had their own indigenous trainers. There was remarkably little to distinguish the designs from each other, and export successes were very rare. But there has been a trend developing that moves away from designing and building indigenous trainers to satisfy national aerospace industrial policies. Tightened defense budgets and the ever-increasing costs of new jet fighter procurement are the reasons. As a result, off-the-shelf acquisitions now greatly outnumber plans to build new national trainer aircraft.
