President Clintons final budget proposal for NASA would give the agency something none of his previous six plans did: a steady stream of funding increases over the next five years. The only catch is the vast majority of the new money would come after Clinton has left office. The budget, Unveiled on Feb. 7 at NASA headquarters, would fund the space agency at $14,035 billion in Fiscal 2001, $435 million above this year's spending. It would be the first increase for NASA in seven years. The plan envisions growth through 2005, when the budget would reach $15.57 billion.
