Tax collectors, highway planners and insurance company strategists can now turn to a cheap, digital airborne reconnaissance system to solve some knotty intelligence-gathering problems. Tax collectors want to identify scofflaws who build without permits in out-of-the-way areas. Highway planners want to figure out how to ease gridlock and plot new road construction. And insurance companies want to quickly assess damage in storm-hit areas. New commercially available, 1 -meter satellite images can meet many of these needs, but it's expensive, slow and often doesn't provide the needed detail, a formidable downside for cash-strapped state, county and city government agencies.
