Operation Allied Force is underscoring the benefits of interoperability among NATO members' armed forces as well as the probability that it could be enhanced by harmonization of specifications and sustained by transatlantic alliances among contractors. In a tight budget environment, the U.S. and Europe agree on the growing need to forge such partnerships. The U.S., however, is concerned by the more pressing need to establish safeguards to protect critical military technology. According to the Europeans, gaining access to the U.S. de- fense market is a prerequisite to achieving workable agreements.
