The restructuring of Canada's airlines has taken a new turn with last week's unveiling of an ambitious plan to acquire regional affiliates of the surviving major carrier and develop them into a strong second-tier traffic feed operation. Robert Deluce, former owner of Air Ontario and Austin Airways, presented his takeover plan to the House of Commons Standing Committee on Transport. While no official comment on its reception was available, the highly contingent plan does address the issue of small community services, a key concern for parliamentarians in the restructuring of the airline industry, underway now for three months.
