A European Commission report on the use of space assets for security needs suggests that there may be broad support within the European Union for some aspects of a French-inspired milspace plan, but not for missile defense or intelligence initiatives. The report, drawn up by a panel of experts from the EU member states, the EC, the European and national space agencies, the new European Defense Agency and various other military and civil organizations, is intended to help define a space security component for a European space program to be presented later this year. Under Europe's new constitution, approved late last year, both space and defense fall under EU purview.
