British big-ticket procurements may be safe ― at least for the next two years ― but the Defense Ministry is being forced to slow, or defer, acquisitions. Government ministers finally signed-off on the ministry's latest procurement spending toward the end of last month, dubbed Equipment Plan 05 (EP05). This looks at the ministry's long-term plan over the next 10 years, out to 2015, while providing the detail of procurement spending over the next 24 months, as part of the so-called four-year short-term plan. This is the first to cover a 24- (rather than a 12-) month spending period. The plan maps the allocation of government procurement funds. The ministry spends around 3 billion pounds ($5.66 billion) annually on procurement. With defense spending under considerable pressure, industrialists here have worried about the risk of a major equipment program cancellation. The ministry is now eking out funds by stretching the time frames of some programs, and postponing others. The budgeting round for the previous equipment program, EP04, was also characterized as being about "predominantly savings," by some senior ministry officials.
