Deputy prime minister John Prescott is playing host to some of the world's most eminent thinkers on economic and social affairs at this month's sustainable communities summit in Manchester. A glittering programme features, among others, organisation for economic co-operation and development secretary-general Donald Johnston and Nobel economics laureate Amartya Sen. However, the summit also represents a watershed in the planning and development world. A general election is likely in the spring or early summer, inevitably triggering upheaval. If the Conservatives win office, the entire direction of planning policy will change. But if Labour stays in power, the 66-year-old Prescott is unlikely to stay at the housing and planning helm. What will the next parliamentary term bring?
