Local residents and politicians in areas identified in the government's growth plans have said they would be much more willing to accept a step-change in development if they were sure that infrastructure and services would be provided alongside it. Roads, public transport, schools, hospitals, drainage systems, water and other utilities will need to be in place in the growth areas to secure sustainable communities and to placate existing ones. But who is going to pay for it all? 'I don't think we are any more than a quarter of the way to finding a solution to the funding question,' says Sir Peter Hall, professor, Bartlett School of Planning. 'We are a huge way short of anything that would meet the demands of local authorities in the South East.' When the government launched the sustainable communities plan it promised some £610 million over three years to the four growth areas. This was to cover site assembly, remediation of brownfield land, affordable housing and essential infrastructure. It was seen as a modest amount, and the government's next attempt to reassure doubters was not much better. Last year's spending review established the community infrastructure fund. Practitioners' main gripe was with the offer of £200 million over three years. Their concerns are exemplified in the critique of the fund that accompanied last month's East of England Regional Assembly bid for more than £184 million for rail and road schemes in the region's growth areas.
