You may say that, I couldn't possibly comment.' Keith Hill reverts to the old Ves Minister catchphrase in response to my point that it has taken too long to get the Planning and Compulsory Purchase Act onto the statute book and to introduce workable planning reforms. The housing and planning minister points out that much of the success of the act rests on the new local development frameworks, targeted for completion in 2007. 'So we won't see the new system fully operational until then,' he argues. But he emphasises that he expects the new system to be faster, more flexible and fairer, 'particularly in terms of the great importance we attach to community involvement'. Hill is pleased by the favourable reception for PPS1, Delivering Sustainable Development. He insists that the hiatus of almost a year in finalising the flagship planning policy statement was an inevitable consequence of the rapid pace of reform in the planning sector. 'PPS1 absolutely underpins the planning system. Naturally we regret the delay, but at the same time there has been a colossal amount happening in the planning arena. Not least, of course, we have an act of parliament. We have not been resting on our laurels.
