A Government proposal to allow "alternative providers" to process planning applications in England rather than councils has sparked accusations the planning service is being privatized. The amendment to the Housing and Planning Bill was slipped in just before Christmas. It would allow the Government to introduce regulations allowing applicants to demand their applications be processed, not by the local authority, but "by a designated person". During the report stage on 5 January, planning minister Brandon Lewis said the proposed new clauses 43 to 46 are to "test the benefit of introducing competition in the processing of applications for planning permission". Pilot schemes would be introduced.
