Peers sounded warnings at the Government's onslaught on the English planning system as the Housing and Planning Bill received a second reading in the House of Lords. Several opposition peers accused the Government of assaulting planning and, for Labour, Lady Young said the Bill would make the system "starter home-led rather than plan-led". She attacked too the permission-in-principle proposal. She noted that the Bill's approach is very general and although PiP is initially only supposed to apply to sites on brownfield registers or local or neighbourhood plans, there could be other ways it could be made to apply.
