Hackers pose a greater threat to electrical utilities now than ever before. According to the Department of Homeland Security's Industrial Control Systems Cyber Emergency Response Team (ICS-CERT), which oversees these types of threats, the total number of serious 'incident tickets' for cyber attacks against power and water utilities jumped from just nine in 2009 to 198 in 2011—an increase of 2,200 percent.
