EVALUATING FLASHOVER PERFORMANCE OF ICE OR SNOW COVERED INSULATORS

Under ice and snow conditions, in addition to the mechanical damage to overhead power lines, the electrical performance of insulators is also adversely affected, sometimes leading to flashover and consequent power outages. This phenomenon has been reported from a large number of countries in North America, Europe, and Asia. In most cases, insulator flashovers occurred during and after accretion, or during melting, caused by increasing air or precipitation temperature, solar radiation, or heating effects of local arcs, with clean and polluted insulators. Despite the very real need for designing and selecting adequate insulators for cold climate regions, no standard method has yet been proposed for insulator icing tests. Because most testing methods to date have been developed individually, it is difficult to compare results from various laboratories. To remedy this situation, an IEEE Task Force, was recently established with the purpose of recommending icing test methods and procedures to evaluate the electrical performance of insulators.
