A temporary cyber security standard has been issued to help secure utility control centers. The Critical Infrastructure Protection Committee (CIPC), an appointed committee by North America's reliability watchdog, the North American Electric Reliability Council (NERC) has issued the Urgent Action (i.e., temporary) Cyber Security Standard 1200. The committee is working on a permanent standard to secure other critical facilities such as substations and power plants with the goal of protecting the electric power infrastructure from cyber attack and possible catastrophic failures. The "Final Report on the August 14,2003, Blackout in the United States and Canada: Causes and Recommendations," issued by the U.S.-Canada Power System Outage Task Force earlier this year provided 46 recommendations for avoiding future outages across North America. Thirteen of them focus squarely on the security of the numerous and growing number of transactions and processes that occur in cyberspace.
